QuotaGuard Deprecating TLS1.0 and TLS1.1 support

Until now, QuotaGuard has allowed for TLS1.0, TLS1.1, and TLS1.2 support on Inbound Proxy connections from clients to the proxy servers.
However, security experts are recommending TLS1.0 and TLS1.1 be deprecated on servers.
Therefore, TLS1.0 and TLS1.1 will be deprecated on QuotaGuard Static inbound proxies by March, 31st 2019.
